Non-Industrial Disability Insurance (NDI)
The Non-Industrial Disability (NDI) Program is a wage continuation program administered by the Employment Development Department (EDD) for eligible employees that have suffered loss of wages due to a disability or injury that is non-work related. The NDI program defines "disability" as: "mental or physical illness and mental or physical injury, including any illness or injury resulting from pregnancy, childbirth or related medical condition". An employee is deemed disabled on any day in which, because of a physical, mental or medical condition, he/she is unable to perform his/her regular or customary work. An attending physician must verify the disability.
Eligible employees may receive benefit payments up to 26 weeks (182 calendar days) for any one disability period, in an amount equal to one-half full pay, not to exceed the specified weekly amount based on the employee category. NDI benefits may not exceed six (6) months for any one incident.
NDI applications are processed through EDD. Generally, eligibility determinations
are mailed to the employee and the campus within 7-10 days after the receipt of the
application by the EDD office.
Eligible Employees
A CSU employee who suffers a disability or injury which is deemed non-work related, may receive NDI benefits if all of the following four conditions are met. The employee must be:
- An active CalPERS/STRS member in compensated employment, and
- A permanent or probationary full-time CSU employee, regardless of period of service, in compensated employment, or
- A permanent part-time or hourly CSU employee who has permanent status with at least the equivalent of six (6) monthly compensated pay periods of service in the 18 months of pay periods immediately preceding the pay period in which the disability begins. To qualify for the "six (6) monthly compensated pay periods of service in the 18 months of pay periods" the employee must have been compensated for time worked during at least six (6) of the 18 months prior to the pay period in which the disability begins. The amount paid may be as little as one hour each month for six (6) months, but there must have been some compensation, or an employee of the CSU appointed half time or more for one year of service or one academic year or more, or is an employee of the CSU appointed half time or more for one year of service or one academic year or more, and
- Has a disability which has been verified and accepted by the Employment Development Department (EDD), and
- Submits to a medical examination if requested by EDD
Effective Date of Coverage
If an eligible employee is hospitalized, the waiting period is automatically waived
and benefits will commence effective with the first day of hospitalization. If hospitalization
has not occurred, benefits will commence after the employee has served a waiting period
of seven (7) calendar days.

Premiums/Rates
Nonindustrial Disability Insurance (NDI) is a wage continuation program for employees
whose disability is deemed non-work related. This benefit is paid for by the CSU.
Employees are not required to pay contributions or enrollment fees in order to be
covered by this benefit. The chart below specifies the weekly benefit amount an eligible
employee would qualify for based on employee category:
